1. Lord Malloch-Brown, As I billion people lack clean water and 2 billion lack sanitation can the UK initiate a world-wide campaign to provide the infrastructure and training  necessary, which will create jobs and stimulate businesses worldwide and lead to dramatic savings in health costs?
